1. State and describe a current or emerging issue being experienced in Toronto. Examples could include: - Significant or contentious development proposal (be sure to describe what planning policies/development standards would need to be amended) - Planning study (e.g. new development area, new policy for housing or employment growth, official plan review process, etc.) - Lack of affordable housing, or a shortage of housing in general - Traffic and/or transit congestion - The quality and/or availability of public facilities (e.g. parks, schools, community centres, etc.) - Pace of growth - Public engagement (e.g. the lack thereof, or making the process more reflective of the community)

 2. Explain how urban planning is responding (or not) to the issue. This could include: - Explain what problems/opportunities have been identified by staff, elected officials, the public, etc., and add any issues that you consider important. - The policy (e.g. in Official Plan, or other document) or process (e.g. meetings, studies, etc.) being followed, or recommended to be followed, by the municipality. - Are there changes being recommended to the Official Plan, Zoning By-law or any other planning policy/document? - Referencing a planning staff report, or report by another department. - Include your personal thoughts/questions (e.g. what you think should be considered, and what the approach should be), throughout. NOTE: Be sure to identify planning policies (e.g. official plan), programs (e.g. study, consultation initiative, etc.), and implementation approaches (e.g. development regulations, zoning, design guidelines, financial incentives, etc.) that address your issue. Addressing the problem of traffic congestion, for example, by towing vehicles in rush hour is not an urban planning response. 

3. Explain how the public is (or was), or can, become involved in the issue. This should include: - List web links to related reports and/or studies; - Whom to contact for more information (e.g. municipal department or staff member); and - Schedule of public meetings or other events. In approaching the above, ensure that your submission: - Is well-written (e.g. check for grammar, clarity) and well-organized (e.g. headings as appropriate); - Includes references to any external sources of information (e.g. city policy or report, media article, etc.). You may use any appropriate format, provided it is consistent throughout. Note: a web link, on its own without author or source, is not an acceptable reference; - Includes any relevant photos, maps, diagrams as necessary, to support your explanations; and - Is no more than 3 pages in length (exclusive of photos, figures, etc.)
