1.	It is said that in politics, knowledge—and therefore information—is power. Discuss how chief executives can assure themselves of an adequate flow of accurate information.
2.	What are the principal instruments that can be used to make a chief executive “strong”? Even if all are available to an individual chief executive, are there any constraints on executive leadership? If so, what are they?
3.	Discuss the commonalities and differences in leadership resources among chief executives at the federal, state, and local levels.
4.	If “leaders are made, not born,” what “makes” them leaders? How much difference does individual personality make? What about circumstances in the individual leadership situation? What factors seem to you to be most important? Why? Discuss.
