Let’s look at the states that pay more
in federal taxes than they receive in return. Federal expenditures per dollar
of federal taxes shows how much a state receives back in federal spending for
every dollar they pay in taxes. For example, the District of Columbia receives
$5.55 in federal spending for every dollar in taxes they pay, while New Jersey
receives only 61 cents in federal spending for every dollar they pay in taxes. Switch
to Table view and sort the states from least to most by clicking on the heading
“Per Dollar.” What percentage of states pay more than they receive?

Taxes are considered progressive when
individuals with higher incomes pay a higher tax rate. Let’s see how that work
out at the state level. If income tax were progressive at the state level, we
would also expect that poor states would get more benefits from the federal government
than rich states.
The secondary map shows the average
income per person—change it to Table view. Sort the states from poorest to
richest by clicking on the heading “Per Capita.” Identify the five poorest
states. Now, find those five states on the Federal Expenditures map; if you
click on the state, it will be labeled with its level of federal expenditure.
How do the poor states do in terms of federal expenditures per dollar of tax
paid? Poor states receive ______ what they pay in federal taxes.
