Description of the key stakeholders involved
Identification/description of the values, principles and assumptions underpinning the policy
Brief statement of the purpose of the policy evaluation (e.g., developmental, impact, prospective/retrospective, etc.)
Description of the conceptual approach to be taken and a rationale for its appropriateness (i.e., choose a conceptual approach to policy evaluation and provide a rationale for its appropriateness given the policy you have chosen);
List of the policy evaluation questions to be addressed/answered, and why these are appropriate given the evaluation's purpose and conceptual approach;
Description of the evaluation participants (e.g., key informants) and/or sources of evidence to be used in the evaluation;Description of the data gathering methods to be used in collecting information that will inform the evaluation (e.g., interviews, focus groups, surveys, document analysis, etc.)
Description of strategies to enhance the use of evaluation findings;
Discussion of what standards you would use to guide the design and conduct of the evaluation, and how you would determine the extent to which these had been met;
Description/explanation of the policy evaluation's timeline and budget.
