Voluntary AIDS testing creates wave

GABARONE, BOTSWANA  "The government of Botswana is offering AIDS testing to anyone who is treated at a health clinic, a simple step that may herald a major change in how the disease is handled throughout the developing world.
A few weeks ago, the government began offering HIV tests to anyone who goes to a clinic with a medical problem. Although patients can decline to be tested, the government sees its new policy as a crucial step toward making more people aware of their HIV status.
Health agencies estimate about 300,000 people in Botswana 37.5 per cent of the adult population, the highest rate in the world are HIV-positive. But only about 80,000 have been tested.
Botswana already promises free treatment, along with confidential counselling, to those who are HIV-positive. But given the fear and stigma that goes with AIDS, people were still reluctant to ask for the tests.
So the country's National Aids Co-ordinating Agency decided Botswana would be the first country in Africa to have a national policy of routinely offering AIDS tests, on a voluntary basis..."
