The bombing of the World Trade Center in 1993 is arguably the first incident that brought international terrorism to the forefront of many Americans’ minds. During the rest of the 1990s, federal, state, and local public safety organizations implemented terrorism awareness and training programs for their members. Notably, one widely used instruction manual had a picture of the World Trade Center sighted in the crosshairs of a firearm scope on its cover.
Terrorism and extremist behavior dominated many news cycles during the decade of the 1990s, with notable events such as the 1995 Murrah Federal Building bombing, the Waco Massacre, the Ruby Ridge standoff, and the Unabomber attacks. The Final Report of the 9/11 Commission cited a “failure of imagination” as a key failing of America- defense, intelligence, and public safety apparatus to prevent the attacks of 9/11.
•Based on your research and understanding of the domestic counterterrorism environment of the late 1990s, should the attacks of 9/11 have been prevented?
